The Netherlands' Port of Rotterdam Authority (PoR) has entered into a memorandum of understanding (MoU) with the state Government of Ceará, Brazil, to study development opportunities in Pecém port.

Both authorities will explore the possibility for further cooperation under the deal, which could lead to the formation of a joint venture (JV) to develop the Industrial Port Complex of Pecém.

The recently signed agreement is in line with PoR’s foreign policy, which is focused on creating opportunities in ports abroad that have potential for growth.

Pecém port is a brownfield port situated close to the Brazilian city of Fortalez. It had a throughput of 11 million tons in 2016, mainly consisting of coal, iron ore, containers and liquefied natural gas (LNG).

A sum of more than €660m is planned to be invested in the port's ongoing expansion.

Development of the Pecém Port Industrial complex is also expected to create 300,000 jobs.

The PoR is also involved in developing another Brazilian port, Porto Central, which is located near Vitória in the state of Espírito Santo. The project is currently waiting to get all necessary licences and client contracts.

Additionally, PoR has already formed a JV with the Sultanate of Oman for the management and development of SOHAR Port & Freezone in Liwa.

PoR currently has two different JVs for the development of Porto Central in Brazil, and Kuala Tanjung in Indonesia.
